A spec is logical capacity within a cell, not a promise of one physical ECS. XL+ requires prepared Enterprise contract capacity. Managed-log quota is zero, so billing starts with the first cloud-reconciled byte; the cap is a hard limit. OSS API requests are not billed separately; monthly quota and compute grants do not roll over. Auto top-up has not completed its payment loop.
